In 1905 "the great majority of the contribu- tors and all of the Directors, except the Chairman, were

opposed to the transfer of the Fund"

Now 406 have either expressed their approval or raised

no objections to the proposals of Government while only

37 of those consulted are opposed to the transfer and

none of these dissentients except Sir F.Piggott desires to

press their views.

This is very satisfactory. It shows that even

Colonial officers can sometimes be persuaded by full

explanations, especially when those explanations receive independent corroboration such as the discovery that no

insurance company would offer as good terms as are con-

tained in the Government scheme.

We can now send copy of Ordinance and despatch to Mr Young and ask him for a memorandum showing clearly what particulars he will want for the valuation and how
